The UAE’s extreme summer temperatures — regularly exceeding 48°C with humidity levels above 70 percent — create one of the most challenging environments for outdoor workers worldwide. Heat stress is a serious and potentially fatal occupational hazard, and PPE selection plays a critical role in managing the balance between worker protection and thermal comfort.
Understanding Heat Stress
Heat stress occurs when the body cannot adequately dissipate heat, leading to a progressive series of conditions: heat rash, heat cramps, heat exhaustion, and ultimately heat stroke, which can be fatal if not treated immediately. Workers wearing PPE are at increased risk because protective equipment can trap body heat and reduce the body’s ability to cool through evaporation.
PPE Strategies for Hot Weather
Lightweight helmets with ventilation: Helmets with built-in ventilation channels and sweat-absorbing liners reduce head temperature significantly. Some models include neck shades that protect the back of the neck from direct sun exposure.
Breathable hi-vis vests: Mesh-panel hi-vis vests maintain EN ISO 20471 compliance while allowing maximum airflow. Avoid solid-fabric vests during summer months.
Cooling PPE: Evaporative cooling vests, bandanas, and helmet inserts use water evaporation to reduce core body temperature. These are increasingly standard on progressive UAE construction sites.
Light-coloured clothing: Where safety requirements permit, light-coloured coveralls and clothing reflect more solar radiation than dark colours, reducing heat absorption.
The UAE Midday Work Ban
The Ministry of Human Resources and Emiratisation enforces an annual outdoor work ban during peak heat hours (typically 12:30 PM to 3:00 PM from 15 June to 15 September). During permitted working hours, employers must provide shaded rest areas, unlimited drinking water, electrolyte supplements, and regular rest breaks. PPE should be selected to maximise thermal comfort during these extreme conditions.
