Federal Decree-Law No. 33 of 2021

The UAE’s primary labour legislation requires employers to provide a safe working environment and supply all necessary protective equipment at no cost to the worker. Article 13 specifically mandates that employers must provide PPE appropriate to the nature of the work and train workers on its correct use. Workers, in turn, are obligated to use the PPE provided and report any defects.

Ministerial Resolutions and OSHAD

In Abu Dhabi, the Occupational Safety and Health System Framework (OSHAD SF) sets additional requirements through its system framework elements. OSHAD SF Element 8 specifically addresses PPE and requires employers to conduct hazard assessments, select appropriate PPE, provide training, and maintain records of PPE issuance and inspection. Non-compliance can result in fines, project stop-work orders, and even company blacklisting.

Dubai Municipality Requirements

In Dubai, the municipality enforces workplace safety through its building and construction safety codes. These codes specify minimum PPE requirements for construction activities, including mandatory safety helmets, hi-vis clothing, safety footwear, and task-specific PPE such as fall protection for work above two metres.

Employer Best Practices

Beyond legal compliance, leading UAE companies implement PPE management systems that include regular risk assessments, documented PPE selection rationales, individual PPE registers for each worker, scheduled replacement programmes, and ongoing training refreshers. These practices not only ensure compliance but also demonstrate due diligence in the event of an incident investigation.
